Prior to the return of spent carbon to Service Tech, Inc. for thermal reactivation, certain items need to be completed in order to ensure that we can safely and effectively reactivate the spent carbon from your site. This letter will address the procedures you will need to adhere to in order to determine if the spent carbon will be acceptable for thermal reactivation by Calgon Carbon Corporation. You will first have to determine the classification of the spent carbon as Hazardous or Non-Hazardous under the RCRA (Resource Conservation and Recovery Act) Regulations.

The Adsorbate Profile Document (APD), which is enclosed, must then be completed. The four

(4) page APD addresses the principal regulatory concerns. It is imperative that this document be filled out completely and si2ned by the responsible party. Refer to the attached APD and instructions for completing the APD.

In the case where it is determined that the spent carbon will be classified as hazardous the enclosed certification of generator (COG) form must also be completed, signed, and notarized. This page is only a small part of a larger document which must be submitted to the Pennsylvania Department of Environmental Resources (PADER). Before any RCRA spent carbon can be returned for reactivation, it must meet the approval of PADER. The COG form certifies, in the form required by PADER, that the spent carbon has been used as described in the APD and that no adulteration of the stream or the spent carbon has occurred. Refer to the attached COG form and instructions for completing the COG.
